Head of IT Planning and Control Function

About Our Client Our client is a leading international financial institution with a strong presence across Asia and a long-standing commitment to technology innovation, operational excellence, and risk management. As part of its continued growth and transformation agenda, the organization is establishing a dedicated IT Planning & Control function to strengthen technology governance, financial oversight, strategic planning, and operational effectiveness across the technology organization. The Opportunity We are seeking an experienced Head of IT Planning & Control Function to build and lead a newly established team responsible for technology planning, governance, financial management, portfolio oversight, and executive reporting. This is a senior leadership position that will partner closely with technology, finance, procurement, risk, and business stakeholders to ensure technology investments are strategically aligned, financially optimized, and effectively governed. The role offers the opportunity to shape the operating model, establish best practices, and drive greater transparency and control across a complex technology landscape. Key Responsibilities

• Lead the development and execution of the technology planning and governance framework across the organization.
• Establish and oversee annual technology budgeting, forecasting, financial planning, and cost management processes.
• Drive strategic technology roadmap planning and investment prioritization across multiple initiatives and portfolios.
• Develop executive dashboards, management reporting, KPIs, and performance metrics to support senior leadership decision-making.
• Partner with technology leaders to monitor project portfolios, resource allocation, capacity planning, and overall delivery performance.
• Oversee vendor governance, commercial management, contract performance, and service quality reviews.
• Implement governance standards, policies, controls, and reporting frameworks to ensure consistency and transparency across the technology function.
• Work closely with Finance, Risk, Compliance, Procurement, and Internal Audit teams to support regulatory and governance requirements.
• Identify opportunities to improve operational efficiency, reporting effectiveness, and financial management practices.
• Build, mentor, and lead a high-performing team while fostering a culture of accountability, collaboration, and continuous improvement.
• Act as a trusted advisor to senior technology leadership on strategic planning, operational performance, and technology investment decisions. Requirements
• 12+ years of experience in Technology Governance, Technology COO, IT Business Management, IT PMO, Portfolio Management, IT Finance, or related leadership functions.
• Proven experience managing technology portfolios, financial planning, budgeting, forecasting, and governance processes within a complex enterprise environment.
• Strong understanding of technology operating models, project portfolio management, vendor management, and executive reporting.
• Experience working within banking, financial services, regulated industries, or large multinational organizations is highly desirable.
• Demonstrated leadership experience with the ability to influence senior stakeholders and drive organizational change.
• Strong analytical, communication, and stakeholder management capabilities.
