RESOURCING & PROCUREMENT LEAD — TECHNOLOGY MANAGEMENT | BIRMINGHAM, MANCHESTER OR LONDON Central Government Shared Services Programme — Up to £800 per day inside IR35 — Two Days On Site THE ROLE A large central government shared services programme needs its Technology Management function staffed, and internal recruitment is not moving fast enough. That is the job. You own recruitment across the function, you make it move, and where internal hiring genuinely cannot fill a gap you buy the capacity in from the market instead. You will sit alongside the programme's leadership team and client stakeholders rather than reporting into an HR function, so the work is commercial and visible from day one. YOU WILL

  • Own internal recruitment across the Technology Management function, from demand intake through to onboarding, and keep it moving to time
  • Work directly with hiring managers and client stakeholders across the function to turn requirements into filled roles rather than open vacancies
  • Run the pipeline — vacancy management, forecasting, and a single accurate view for leadership on where the function stands
  • Where internal recruitment genuinely cannot fill a gap, procure the capacity instead — framework call-offs, tender and ITT documentation, market testing, supplier engagement and evaluation
  • Make and defend the build-or-buy call, with the commercial justification behind it
  • Manage contingent labour end to end — rate benchmarking, onboarding and offboarding, extensions and exits
  • Work within public sector commercial rules, including the Procurement Act and spend controls on external resource WHAT THEY ARE LOOKING FOR
  • In-house recruitment or resourcing delivery at programme or function scale, client side rather than agency side, and accountable for time-to-hire rather than just process
  • Procurement of external resource where internal hiring is not the answer — frameworks, call-offs, ITT and tender documentation, market testing, supplier evaluation
  • UK central government delivery, within a department, arm's length body or devolved administration
  • Comfortable with senior stakeholders and leadership teams, and able to hold a position with them
  • Workforce planning, demand management and reporting to leadership
  • Contingent labour management, including commercial and compliance exposure
  • Public sector procurement rules — Procurement Act 2023, framework call-offs, business case and spend control justification
  • Technology and digital resourcing — you have recruited or bought technology roles specifically, and can read a technical requirement, brief the market and benchmark a rate without needing it translated
  • SC eligible — five years' continuous UK residency. Active SC preferred ADVANTAGEOUS
  • Shared services or Oracle Fusion ERP programme background
  • Experience standing a function up rather than running one that already exists
  • Active SC clearance
  • CIPS, CIPD or equivalent
  • DDaT role families and SFIA grading
  • Government technology frameworks and call-offs WHY THIS ONE Six months initially, two days a week on site and the rest remote, with one of those days preferably in Birmingham. £800 a day at SFIA 6, which is the top of this programme's grade structure. And it is a recruitment role with a commercial lever attached rather than a vacancy-filling desk, so if you have built the buying muscle alongside the hiring muscle this is a role that actually uses both. THE DETAILS Location: Birmingham, Manchester or London — two days a week on site, one day preferably Birmingham Contract: 6 months initially - Extension(s) likely Rate: Up to £800 per day, inside IR35 Clearance: SC eligible essential, active SC preferred Start: ASAP
